Robert H. Marsh joined the OB-C group in late September 2003, after serving in the White House as Special Assistant for Legislative Affairs to President George W. Bush. He served in that capacity from May 2000 until joining the firm. Focusing on the House of Representatives, Mr. Marsh dealt with a wide range of issues including but not limited to the areas of financial services, transportation, the judiciary, and trade initiatives.

Previous to his service in the White House, Mr. Marsh was Deputy Director of Federal Affairs for General Motors Corporation (GM) and Regional Government Affairs Manager for the American Automobile Manufacturers Association. While at GM, he ran the Federal PAC and worked on myriad issues, such as corporate average fuel economy (CAFÉ) and franchise law.

Mr. Marsh started his career working on campaigns in state politics in Massachusetts. He worked as an aide in the Massachusetts state legislature before being elected to the legislature in 1986. In the Massachusetts legislature, Mr. Marsh served for three terms and in 1991, he was among the youngest members ever elected to leadership, being elected Assistant House Minority Whip. Mr. Marsh left the state legislature to serve as Special Assistant to Secretary Andrew H. Card at the Department of Transportation, in President George H. W. Bush’s Administration.

In 1994, Mr. Marsh returned to Massachusetts to serve as Campaign Manager for Mitt Romney’s first run for public office, the 1994 contest for the United States Senate seat held by Ted Kennedy.

Following the campaign, Mr. Marsh served as Senior Policy Advisor to former Governor Paul Cellucci and then Chief of Staff to Governor Jane Swift. Additionally, he served on Capitol Hill as Chief of Staff to U.S. Congressman Peter I. Blute of Massachusetts. He is a past member of the Board of the Massachusetts Port Authority, which oversees the operations of Boston’s Logan Airport and the Port of Boston.

Mr. Marsh holds a B.A. in English and History from Hobart College in Geneva, New York. He lives in Vienna, VA with his wife Lori and their two children.
